'Drug agents were stopping innocent passengers at the boarding door for so called "consentual searches". For years. 11th Circuit court said they were not consentual, were coerced, and violated the 4th Amendment.
The agencies collected million$ from people without making arrests.
The officers are found to be entitled to qualified immunity. The department is still liable for further suits.
