Step one, tell the public you're going to make hate speech laws against the most greivous types of speech. Step two, shortly thereafter use hate speech laws against all kinds of things, and just say those things are ‘hate’ when they have nothing to do with hate. Similar to backdoors into private devices, the government is not capable of limiting themselves to only using such abilities for actual high risk things, but will just constantly increase their reach until opposed.
