Shouldn't the town after such incidents be able to try their city workers ie police, of such rulings, so the citizens don't have to pay for things like this, which are clearly against code, just because they have a police force? Like put it in the police contracts, not that they'll for sure be liable, but that the city can try them afterwards and they are liable to be found liable. Even if you want to put a high bar, understanding that police are not supposed to be and can't be highly scholarly, to try to only effect the obviously highly egregious actions.
