This is inappropriate, and shows the lack of cultural understanding. Japan is an honor culture and no one even pays or accepts tips (currently being challenged by massive tourism forced on the population by the J government and US tippers trying to spread their toxic culture there like they have elsewhere). Japan pays a fair wage to everyone, including police.
Third world countries like India don't pay police, so people with more money (ie people who can afford to go do things and therefore encounter police) pay the police directly.
