A judge saying that all under 18 are victims full stop, always, is pretty hypocritical when one of the top ongoing stories is arrests of young women for luring, drugging (sometimes accidentally killing) men to rob them, in gangs or groups usually. Or just if you know any people it should be enough to view such statements from judges as ridiculous and socially harmful. ... Not sure if the judge's statements are more ridiculous, or that people anywhere can ignore the fact that the girls who are willing to continue conversations (or start them) about things like this, are generally always the one in control of the situation.
Also surprising the approach to age can exist even in a country with constant guerilla activity, where the line between men and 'women and children' is more realistic because participants remind you when they're old enough to be participants.
