Usually the press pool is about 10 outlets. Trump wants it to be a larger group which rotates into the 10 slots. Press Sec Lovitt will be able to choose on a daily basis which outlets are in the White House.

Before, the judge ruled the White House couldn't discriminate against AP based on its views, but then White House changed their policy to have a larger pool of media that rotates, so now the judge finds the White House isn't doing anything wrong.
Also, the president has final say in who has access to the White House.
But judge said it would be telling as we go along, how many times AP is excluded from the press pool.
