This Snopes page has the actual video of what everyone is debating. Looks like he just didn't parse his categories well, probably because he was so young, because he seems active enough. It looks like he didn't support the attack, and support to that conclusion because no one really would support such an attack, although when you're a politician or influencer you have to also not influence others wrongly. It looks like his comments were a complaint about things he already didn't like, such as murderers being let out in Chicago, and wanted a mic to be given to the hammer attacker just so more strong criticism could be levied against those Kirk disagreed with politically. He spoke probably too rashly here.
