This is the first time Trump in tariff news seemed weak. At first, he seemed forceful and it was surprises, no one expected it, and no one immediately knew what to make of it either. Then it sort of became ‘just Donald doing Donald’ and countries started to adapt by dealing outside the US to whatever degree. But he hadn't really come off as weak, perceptually.
