International companies have their factories already in these countries, and JB was like, now they have to close down and move to the US etc. Another possibility is there develops 2 markets, one the current global market, and another one where they open factories in the US also just to sell to the US. Global products will be cheaper than if you buy them in the US.

Another thing might be calcultations. Stocks have gone up for 2 years, and have gone up for 15 years. Lots of tax revenue for the government every year. If you're going to cause a loss in stock tax revenue, it's better to have a big number in one year than a small number for 4 years, from the governments perspective. If you can depress the market and cause even more losses during your 1 year, even better perhaps, because it would mean a greater rebound and gains (even if not overall gains for investors) in year 2. Ie year 2 close is still lower than year 1 start, but it's way higher than year 1 close.
