Memphis D mayor allowed the 1500 ICE officers plus 1000 national guards in, partially due to a recent state law passed by a R led legislature mandating local government support the federal efforts. But mayor Young directed this force towards Memphis' gang crime, integrating them into police, required to report abuses. And National Guard can't intervene in crime, only notify police. The mayor later announced that ‘serious crimes’ were at a 25 year low.
