If you are running a prison, you have zero control but absolute certainty. You have to create clear rewards for those that comply and clear punishments for those that don't. Very transparent, very extreme. The consequences of being a beneficiary are enormous.

A policy response that picks who the beneficiaries are.

What are their wants, needs, objectives, friends, enemies, who have they alienated?

What unites people isn't so much the cause as it is the feelings.
