Albania wants to make a little (smaller than Vatican) state. They've been working on the legal part. Tirana. Associated with ‘liberal Islam.’ ‘Small states can benefit from niche norms internationally.’ It would create certain priveleges for the minority there, though, within Albania, where 5% identify with that particular sect.
