The governor already had power to block buyers from countries considered national security threats by US Director of National Intelligence (China, Iran, NK, Russia). Now the governor can block purchases from any country he personally considers a threat.
The Romans believed that bringing their best technology, their modern, advanced, largescale infrustructure, fine goods, and civilizing the people in their conquested lands, the high culture would soften the military instinct and their view of the Romans. America was famous before 1950 and even up until the 80s or 90s for this.
China may be almost there. Unable to get any American products (even products from American companies now made in China) for decades, only complete garbage, I've recently started to hope for replacements from China. They've been making good little computers. They of course make drones and phones. It seems they might not be able to achieve the kind of romance the Americans and Romans had, where Americans in a Third World country really stood out (and still do) just for how they look and act, their impressive ways. But maybe, as China rounds out it's abundance level maybe it's people will become focussed on making themselves attractive, and they will appear something special when they're in other countries, I don't know.
You could say the Americans still impress the common man in the Third World (even if much less than the 50s Americans), but the Romans really only concerned themselves with the upper class elites in a territory, and I don't think those people are too impressed by Americans anymore. They could be impressed by Chinese if the Chinese becames something flashy, mysterious, high performing, and novel.
