Maybe we should just give one city to each nation that wants to migrate in large numbers within a country. So in Australia, there would be a Chinese city, a little Japanese city, etc. A Brazilian city in China and a big Chinese city in Brazil. In Thailand, a Chinese city (or cities), a Russian one, an Israeli one.
